Why does the Japanese financial and educational year start in April?

日本の年度のはじまりはなぜ４月なの？

　1869年に明治政府が国の資金の使い方や財産の管理を公私混同なく明瞭にするために、会計年度の始まりを暦年と年度を合わせて１月１日基準にしました。しかし、日本人にとっては慌しい正月時期に年度変わりが重なることから、その後、7月1日を年度始まりとしました。

In 1869 the Meiji government of Japan standardized the financial year to begin on January 1st, to simplify its tax and budgetary processes and improve compliance with the tax law. However, this was soon changed to July 1st so as not conflict with cultural events around New Year.

　当時の日本の経済の中心は農業（特に稲作）でした。7月の年度始まりは、米作りの準備を始める時期に当たってしまうことで日本人のほとんどが多忙を極め、新年度の用意が円滑に進まなくなってしまいました。

　このためようやく1886年、公官庁は国の会計年度が4月始まりから翌年3月末までとなり、9月だった徴兵対象者の届け出期日が4月に早まりました。

Eventually it was decided that July was also ill-timed because many people were preparing rice paddy fields for the new season. This was important as Japan's economy at the time was predominantly agricultural with a focus on rice cultivation.

Finally in 1886 the Japanese government settled on April as the start of the financial year. At the same time, it moved the military draft to April from September.

　学校運営には校舎建設など国の補助金予算が絡むことから、初等・中等教育では学年を会計年度に合わせ、徐々に4月一斉入学に変わっていき、その後1892年、文部省の指導で全国的に小学校の4月入学が行われるようになりました。

Over time schools across Japan gradually moved their commencement dates to April, with the Japanese Ministry of Education standardizing all schools to start from April in 1892.

　世界の各国では春と秋の頃が過ごしやすく、4月か9月が入学時期に最適とされていましたが、日本では結果的に4月に落ち着きました。桜の芽吹きの4月が年度の始まり、ということが日本人の感覚と合い定着していきました。

In many countries across the world, April and September tend to have comfortable weather, aiding the start of a new school year.

April is also of particular significance for Japanese people to start the working year, as it coincides with the bloom of cherry blossom or sakura, reinforcing the feeling of renewal.
