海の日は、1996年から始まった、まだ歴史の浅い国民の休日です。今となっては学生にとっては夏休みの初日であったり行楽日として定着していますが、そんな海の日の由来について英語で説明できるようフレーズを紹介します。外国人の友だちに説明するとき、お役立て下さいね。

Umi-no-hi is a public holiday celebrated on the third Monday in July in Japan. It used to be called umi-no-kinenbi (anniversary of the ocean) and held every July 20th. In either case, it has always been about appreciation of the ocean.

現在は7月の第3月曜日となっている海の日は、制定当初は7月20日と定められていました。この日はかつて海の記念日として国民行事が行われる日で、いずれも海の恩恵に感謝する日という主旨があります。

Umi-no-kinenbi originally commemorated the day in 1876 that the Meiji Emperor returned safely to the port of Yokohama after a rough journey through the Tohoku region in the north of Japan's main island, Honshu. Initially it was designated for July 20th, on which a ceremony was held. 

海の記念日は、明治天皇が1876年に東北地方を初めて汽船で訪れたのち、無事に横浜港に戻った日が7月20日であったことから制定され、長年の間式典が執り行われてきた歴史ある記念日でした。

Following the introduction of marine leisure in Japan and the resulting change in the way beaches were used, there was growing need and demand for beach safety and environmental protection. This created a movement seeking to change it to a public holiday, which was approved in 1995 and named umi-no-hi.

マリンレジャーが広く普及したことによって海を利用する機会が多くなったことと同時に、地球環境の保全や海洋汚染防止という必要性も高まるにつれて国民運動が盛り上った流れを受け、海の日として新たに国民の休日として制定すべく、1995年に国会で可決されました。

The holiday was subsequently move to the third Monday in July in order to guarantee a long weekend and help stimulate the economy, since there used to be no public holiday in July. 

祝日がなかった7月のせっかくの海の日を、ハッピーマンデー制度を利用して連休にすることで消費拡大を狙ったことにより、2003年以降は第3月曜日が休みになる様になりました。

A variety of different events are organized across Japan to celebrate the day. For example, the Japan Coast Guars holds a traditional event called mankan-syoku, where they display special flags on their ships. There is also a festival and fireworks display organized in Yokohama near the Nihonmaru which is the first modern Japanese sailing ship.

海の日ではイベントが行われています。例えば海上保安庁が満艦飾というイベントを行ったり、横浜では日本初の帆船「日本丸」の近くでお祭りをしたり、花火大会なども行われています。
