Goto changed his political attitude from Kobu-gattai (reconciliation between the imperial court and the shogunate) to Hisabaku (anti-shogunate) because the movement towards the anti-shogunate was dramatically fostered by Satsuma-Choshu Alliance, which put pressure on the leaders of Tosa Domain.

It can be verified with various diaries and letters that after the formation of the Satsuma-Choshu alliance, he acted to develop friendship between them further and was on good terms with Takayoshi KIDO, Yajiro SHINAGAWA and so on.

The Choshu clan which was almost conquered concluded a secret alliance with the Satsuma clan (Satsuma-Choshu Alliance) and defeated the army of the bakufu (Japanese feudal government headed by a shogun) at various places on the domain borders.

In 1865, he moved to Tokyo with Takayoshi KIDO, where he helped realizing the Satsuma-Choshu Alliance by gathering information and acting as a liaison.

On February 18, 1866, when Kiyotaka KURODA went to Kyoto along with Takayoshi KIDO, Shigeomi MIYOSHI, Yajiro SHINAGAWA, feudal retainers of the Choshu clan, and Mitsuaki TANAKA, a lordless samurai of the Tosa clan, to form the Satsuma-Choshu Alliance, Murata followed Saigo to meet them in Fushimi.

Especially, the involvement of Kido and Okubo, who had been brothers-in-arms with Hirosawa after the Satsuma-Choshu Alliance was concluded, was extremely unlikely.

Cooperating with Shintaro NAKAOKA, Mitsuaki TANAKA, Ryoma SAKAMOTO and others who were Tosa roshi (masterless samurai) and sympathetic to Choshu just like Hijikata himself, he made an effort to mediate the Satsuma-Choshu Alliance.

It was relocated from Nakagyo Ward, Kyoto City in 1862, and became a base of the movement to overthrow the Shogunate, as concluded in Satsuma-Choshu Alliance.
